I find that, as soon as
any promotion takes place, so that the probationer actually employed receives a salary, however small, I have two or three applications for permission to fill the so-called vacancy, the applicants expressing themselves as indifferent to the length of
time that may elapse before
they
receive
any
remuneration. Mor
are these expressions altogether idle.
